Can Tho and RoK’s Province look to promote multi-sectoral cooperation

On April 26, leaders of Can Tho City held a reception for a delegation from Jeollanam Province of the Republic of Korea (RoK) led by Chairman of Provincial Council Seo Dongwook to discuss measures to promote cooperation between two localities in various sectors.
Leaders of the two localities re-signed the Memorandum of Understanding on multi-sectoral cooperation.

The meeting had the presence of Mr. Pham Van Hieu, Permanent Deputy Secretary of Can Tho Municipal Party Committee, Chairman of Can Tho Municipal People's Council; Mr. Nguyen Xuan Hai, Member of the Standing Committee of Can Tho Municipal Party Committee, Standing Vice Chairman of Can Tho Municipal People's Council; Mr. Nguyen Thanh Dong, Vice Chairman of Can Tho Municipal People's Council; Mr. Nguyen Ngoc He, Vice Chairman of Can Tho Municipal People's Committee and representatives of relevant departments and agencies in Can Tho City.

Mr. Pham Van Hieu, Permanent Deputy Secretary of Can Tho Municipal Party Committee, Chairman of Can Tho Municipal People's Council, stated that Can Tho City is the hub of the Mekong Delta. Furthermore, the city strives to become a driving force for development in the area by continuously working towards becoming an ecological, civilized, modern, and livable urban area, embodying Southeast Asia's river cultural identity. Can Tho City aims to be counted among the well-developed cities in Asia.

According to the Chairman of Can Tho Municipal People's Council, the National Assembly of Vietnam has issued 45/2022/QH15 on the pilot application of certain special development mechanisms and policies for Can Tho City, thus creating favorable conditions for the city's development. The resolution aims to accelerate rapid and sustainable development in the future by allowing the city to mobilize resources for investment in infrastructure development, human resources, and digital transformation, including foreign resources. The goal is to achieve balanced and harmonious development across the three pillars of economy, society, and environment, as well as improving the quality of people's lives.

The official also said that the trade cooperation between Can Tho City and its Korean partner is currently quite limited despite the determined efforts of the city. Currently, the RoK ranks third in total projects and registered investment capital among countries and territories investing in Can Tho City. The RoK has 10 projects with a total registered investment capital of 269.84 million USD in Can Tho City.

Last year, the total import-export turnover of Can Tho City with the South Korean market only reached 55.42 million USD. Moreover, the implementation of cooperation contents between Jeollanam Province and Can Tho City is not uniform after years of signing cooperation, particularly in agriculture and fisheries.

According to Chairman of Can Tho Municipal People's Council Pham Van Hieu, the two localities should enhance cooperation in education and training, especially in language learning for civil servants and students. This initiative aims to facilitate exchange and interaction between Can Tho City and Jeollanam Province in various fields. Additionally, Can Tho City is planning to collaborate with the Consulate General of the Republic of Korea in Ho Chi Minh City to host the 2nd Vietnam-Korea Cultural Day in Can Tho City during the fourth quarter of 2024. The city is eagerly looking forward to the participation of Jeollanam Province, which is the only locality in Korea that has a twinned relationship with Can Tho City.

Mr. Seo Dongwook, Chairman of Jeollanam Provincial Council, said that his province shares many similarities with Can Tho City. Both are known for their rice production with Jeollanam province being referred to as the rice granary of the RoK while the Mekong Delta is the rice granary of Vietnam. In 2012, the two sides signed a Memorandum of Understanding to collaborate in various sectors such as agriculture, culture, and tourism. The official emphasized that the potential for cooperation between Can Tho City and Jeollanam Province is enormous. His visit to Can Tho aims to further promote cooperation between the two localities and work towards mutual prosperity.

During the meeting, the leaders of both sides re-signed the Memorandum of Understanding to implement necessary activities, such as exchanges, and cooperation in various areas, including education and training, investment, trade, culture, tourism, social affairs, etc. The main objective of this agreement is to strengthen the collaboration between the Can Tho City and Jeollanam Province.
