One Year of Removing Bottlenecks and Boosting Data Connectivity for E-commerce Growth

Afternoon 10/6, Prime Minister Pham Minh Chinh chaired a conference to review the progress made in the past year in resolving "bottlenecks" in the implementation of Project 06, which aims to develop data applications for population, identification, and electronic authentication to serve the national digital transformation from 2022 to 2025, with a vision to 2030 (Project 06), as stated in Document 452/TTg-KSTT dated 23/5/2023. The conference also focused on enhancing connectivity and data sharing to support the development of e-commerce and combat tax losses, in accordance with Directive 18/CT-TTg dated 30/5/2023.

At the Can Tho City, Chairman of the People's Committee of Can Tho City, Tran Viet Truong, and leaders of departments and agencies from the city participated in the conference.

According to the report from the Ministry of Public Security, after a year of implementing Document 452/TTg-KSTT, there has been positive progress in the overall awareness and actions of various levels and sectors regarding digital transformation and the specific implementation of Project 06. The levels, sectors, and localities have gained a clearer understanding of infrastructure, human resources, data, security, safety, and the requirements for improvement to meet the project's timeline. The Government and the Prime Minister have shown great attention and provided strong guidance to eliminate "bottlenecks" in the implementation of Project 06, with the goal of effective and timely execution. The Ministers, heads of agencies, and Chairpersons of People's Committees of provinces and cities have also proposed specific solutions to fulfill their respective responsibilities at the departmental, sectoral, and local levels.

As of the end of April 2024, the National Public Service Portal has provided 4,510 online public services (accounting for 71.7% of the total 6,287 administrative procedures), including 3,688 end-to-end online public services. The Ministry of Public Security has issued over 86 million chip-embedded citizen identity cards and collected over 75.16 million electronic identification dossiers, activating over 53.88 million accounts (with an activation rate of 71.68% of the total received dossiers). After a year of enhancing connectivity and data sharing to support the development of e-commerce and combat tax losses, in line with Directive 18/CT-TTg dated 30/5/2023, the tax management work nationwide has seen positive changes, with many online business individuals voluntarily registering and declaring taxes. Local tax authorities have provided maximum support, creating favorable conditions to ensure the 100% implementation of electronic tax procedures without the need for direct interaction with tax agencies.

By 2024, there will be 123,759 organizations and individuals engaged in e-commerce activities under the tax authority's management nationwide. In the first five months of 2024, the tax sector has directed local tax authorities to review, urge, and support tax declaration and payment for 30,770 cases, including 1,838 enterprises and 28,932 individuals. The tax revenue collected has exceeded 50 trillion VND.

During the conference, representatives of ministries, sectors, and localities focused on evaluating the achieved results after one year of implementing Project 06 and enhancing connectivity and data sharing to support the development of e-commerce and combat tax losses. They also proposed solutions to improve future implementation.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh praised and highly evaluated the efforts of ministries, sectors, and localities in the implementation of resolving "bottlenecks" in the Project 06, as stated in Document 452/TTg-KSTT dated 23/5/2023, and in enhancing connectivity and data sharing to support the development of e-commerce and combat tax losses, in accordance with Directive 18/CT-TTg dated 30/5/2023, over the past year. Prime Minister Pham Minh Chinh also requested that in the coming time, the Ministers, heads of agencies under ministries, government agencies, and Chairpersons of provincial and centrally-run city People's Committees focus to completely address the "bottlenecks" of Project 06 identified at the conference; focus resources on accelerating digitalization of records and results of administrative procedures; strictly implement digital signatures, document sending and receiving, and processing work documents on electronic platforms at all levels of government; implement information integration into identification cards as regulated; review, update, adjust, and supplement data of the information system managed by ministries and sectors with the National Database on Population.

Prime Minister Pham Minh Chinh assigned the Ministries of Finance, Public Security, Industry and Trade, Information and Communications, Planning and Investment, and the State Bank of Vietnam to coordinate and develop detailed plans for data connectivity and sharing to enhance state management of e-commerce activities and digital business models domestically and cross-border.

Provincial and centrally-run city People's Committees were urged to strengthen digital transformation efforts, establish a unified understanding and action to leverage the comprehensive strength of the political system in coordination with tax authorities, provide support in terms of manpower and funding for the implementation of tax management solutions for e-commerce activities; implement electronic invoices to manage the retail sector directly to consumers; implement lucky invoice programs to encourage consumers to obtain invoices when purchasing goods and services; conduct reviews and handle violations by businesses that fail to issue invoices as required.
