The National Assembly (NA) supervised the implementation of policies and laws on real estate market management, social housing development in Can Tho City

On July 8, Can Tho City leaders hold a working session with Mr. Bui Van Cuong, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Secretary General of the National Assembly and Chairman of the National Assembly Office, Head of the NA’s supervisory delegation No. 03 on the implementation of policies and laws on real estate market management, social housing development from 2015 to the end 2023.

Secretary of Can Tho City Party Committee Nguyen Van Hieu and Chairman of Can Tho City People's Committee Tran Viet Truong represented Can Tho leaders to work with the NA’s supervisory delegation No. 03.

At the meeting, Can Tho Municipal Department of Construction reported that the city has focused on effectively applying the Government's policies and solutions to promptly address difficulties and promote the sustainable development of the real estate market. Can Tho real estate market has seen the involvement of many reputable and professional enterprises, offering a variety of high-quality real estate products to customers and investors. Can Tho has a growing demand for housing, but the current supply is insufficient to meet it.

Regarding social housing development, Can Tho has been actively disseminating housing laws and related legal documents at all levels to streamline the State's regulations and effectively manage housing in the city. Most social housing projects are located in urban areas, including 6 completed and ongoing projects for low-income urban residents and industrial park workers, expected to provide 166,506 square meters of floor space and 2,549 social housing units to accommodate 9,924 people. To date, 3 projects have been completed and put into use, with a total floor space of 31,626 square meters and 587 social housing units.

Between 2015 and 2023, Can Tho City approved investments in 38 commercial housing and urban area projects. However, in 2023, the city revoked 4 projects and added them to the list of projects open for new investment. Just 11 projects are eligible for commercialization.

Similar to other localities, Can Tho also faces challenges when implementing housing and urban area projects due to obstacles in legal regulations. The real estate market's development also presents hidden problems with complex and unpredictable developments.

Local state management encounters various difficulties, especially in the buying and selling of land and houses for future development. Market transparency, from investment activities to real estate transactions, is still limited. Real estate brokerage services have developed spontaneously, and transactions are mainly conducted without registration with competent state agencies.

Can Tho leaders requested the NA’s supervisory delegation to consider and report to the NA and the NA Standing Committee to promptly issue support policies. These policies will enable projects that previously had investment decisions made in accordance with the procedures outlined in the 2014 Investment Law to now be carried out in compliance with the provisions of the 2023 Land Law, Housing Law, Real Estate Business Law, and other relevant legal regulations.

Can Tho City also suggested that the Ministry of Natural Resources and Environment consider adjusting land types or supplementing regulations on land classification between land law and construction law to ensure consistency and efficiency in management. Additionally, adjustments to the timing of annual district-level land use planning were proposed to suit reality. Furthermore, Can Tho City requested the Ministry of Construction to work with the Vietnam General Confederation of Labor and the Ministry of Labor - Invalids and Social Affairs to issue documents guiding localities in assisting businesses and confirming beneficiaries of social housing policies according to the provisions of the Housing Law.

Mr. Bui Van Cuong, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Secretary General of the National Assembly and Chairman of the National Assembly Office, Head of the NA’s supervisory delegation No. 03, delivered a speech at the meeting.

Secretary General of the National Assembly and Chairman of the National Assembly Office Bui Van Cuong, Head of the NA’s supervisory delegation No. 03, acknowledged and highly appreciated the comprehensive information provided by Can Tho City, along with its proposals and recommendations. The delegation recognized that the city has effectively implemented relevant legal regulations and flexible policy mechanisms to enhance the business and investment environment, leading to the attraction of numerous large-scale projects. Mr. Cuong also acknowledged the challenges outlined in the city's report and agreed with the proposed tasks and solutions. The Head of the Supervisory Team No. 3 suggested that Can Tho City should continue to review legal regulations, bolster administrative reform and procedures, and enhance the efficiency of public services. The city should also focus on resolving project issues, particularly those related to legal procedures and valuation. The Supervisory Delegation No. 03 will document these specific recommendations and report them to the National Assembly for further consideration.
