Summary of the Coordination Mechanism between the State Audit and the Standing Committee of the People's Council and People's Committee of 6 provinces and cities

On the morning of April 25th, a conference was held in Can Tho City to summarize the coordination mechanism between the State Audit and the Standing Committee of the People's Council and People's Committee of Can Tho City, as well as the provinces of Bac Lieu, Ca Mau, Hau Giang, Kien Giang, and Soc Trang.

Attending the conference were Mr. Ngo Van Tuan, Member of Central Party Committee and Head of the State Audit; leaders of the Party Committee, People's Council, and People's Committee of the provinces and cities.

According to the report on the implementation of the coordination mechanism, after signing agreements between the State Audit and the Standing Committee of the People's Council and People's Committee of the provinces and cities, there has been active and serious implementation of the coordination mechanism based on compliance with laws and regulations by all parties involved.

The coordination work has been carried out closely, with a focus on achieving the set goals, addressing practical issues, and aligning with the requirements and tasks of each unit. This is reflected in various aspects such as building audit plan, audit execution, conclusion and recommendation implementation, coordination in supervision activities, inspections, budget planning and approval, local budget management and administration, monitoring the activities of the Audit Delegation and State Auditors, as well as collaboration in training and enhancing knowledge in the field of finance and budget for elected representatives and in the construction, revision, supplementation, and dissemination of draft laws, legal documents, policies, and relevant regulations related to the activities of the State Audit and the People's Council and People's Committee of the provinces and cities. The achieved results of the coordination activities have contributed to improving the effectiveness of the work of each party.

Notably, through the audit activities, the State Audit has provided advice to help localities improve their management and administration of budgets, public finance, and public assets. The information and data exchanged between the State Audit and the Standing Committee of the People's Council and People's Committee of the provinces and cities have had a positive impact on the local authorities, functional agencies in building and implementing plans for socio-economic development, budgeting, and preventing corruption and waste, as well as enhancing the supervisory role of the people over the activities of state agencies, organizations, and individuals entrusted with the management and use of public finance and public assets.

Mr. Tran Viet Truong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Can Tho City, delivered a speech at the conference.

According to Mr. Doan Anh Tho, Deputy Head of the State Audit, in addition to the achievements, there are certain limitations and challenges in the implementation process of the coordination mechanism between the State Audit and the Standing Committee of the People's Council and People's Committee of the provinces and cities that need to be discussed for further improvement. Therefore, the conference was organized to evaluate the achieved results, identify existing limitations and challenges, and reach a consensus on the direction and solutions to overcome these limitations, in order to enhance the coordination work in the future.

At the conference, Mr. Tran Viet Truong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Can Tho City, stated that the coordination between the State Audit, particularly the State Audit of Region V, and the Standing Committee of the People's Council and People's Committee of Can Tho City has achieved tangible and effective results.

In the process of developing the annual audit plan, the State Audit has closely collaborated with the city in conducting surveys and gathering information regarding audit subjects, and has developed audit plans in accordance with sectoral orientations. The Standing Committee of the Party Committee, People's Council, and People's Committee of the city have always shown leadership and provided timely and complete information and documents to facilitate the collection of necessary information for the State Audit's audit planning. During the audit process, the city has actively coordinated and provided relevant information and documents, ensuring that the audit activities are aligned with objectives and plans, and effectively fulfilling the accountability of audited units, create the most favorable conditions for the Audit Delegation to perform tasks and responsibilities according to the assigned plan. This close coordination has further strengthened the working relationship between the State Audit and the Standing Committee of the People's Council and People's Committee of the city.

Mr. Ngo Van Tuan, Member of Central Party Committee and Head of the State Audit, presented the "For the State Audit Cause" commemorative medal to Mr. Nguyen Van Hieu, Alternate member of the Central Party Committee, and Secretary of the Can Tho City Party Committee at the conference.

The Chairman of the People's Committee of the city expressed the desire for the State Audit to support and guide the localities in handling or providing guidance on the implementation of the State Audit's conclusions and recommendations that may be difficult to implement, in order to assist the localities in effectively implementing the State Audit's recommendations. Additionally, the State Audit should provide suggestions to the localities on effective practices in the areas of inspection, supervision, management, and local budget administration. Furthermore, there is a need to enhance professional and specialized training on finance and budget for the leadership of local authorities, ensuring that financial and budgetary operations achieve high efficiency.

Speaking at the conference, Mr. Ngo Van Tuan, Member of the Central Party Committee and Head of the State Audit, proposed that in the future, localities should closely collaborate in the implementation of audit plans, particularly in the preparation of complete dossiers and documents, and cooperate with the audit delegation during the audit process. Appoint responsible officials have a firm grasp of the issues and engage in regular exchanges with the audit delegation to ensure the quality of audit reports, and to make conclusions and recommendations that are correct, accurate, and fully evidenced.

Mr. Pham Van Hieu, Deputy Secretary of the Standing Committee of the Party Committee, Chairman of the People's Council of Can Tho City, and Mr. Tran Viet Truong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Can Tho City, received the "For the State Audit Cause" commemorative medal at the conference.

In particular, localities need to continue to focus on coordination in creating conditions for State Audit in Region V in the process of budget planning, budget settlement, and financial reporting to facilitate early access to information for audit work. They should also monitor the activities of audit delegations, help maintain public ethics, prevent negative behaviors, and implement audit conclusions and recommendations. Additionally, they should cooperate in handling reports of corruption and misconduct, and provide financial and budgetary training for elected officials.

During the conference, a Signing ceremony of the Coordination Mechenism with the Standing Committees of the People's Council and People's Committees of provinces and cities took place, amending and supplementing the existing charter to align with current regulations and situations.

On this occasion, the State Audit also awarded the "For the State Audit Cause" commemorative medal to leaders of provinces, cities, departments, and agencies who have made significant contributions to the development of the State Audit.

The Coordination Mechanism between the State Audit and the Standing Committees of the People's Council and People's Committees of Can Tho City and the provinces of Bac Lieu, Ca Mau, Hau Giang, Kien Giang, and Soc Trang consists of 3 chapters and 10 articles, which regulate the coordination between the State Audit and localities in carrying out audit tasks, organizing supervision activities, budget planning and approval, and the management and operation of local budgets in accordance with the law. It also covers the supervision of audit activities and State Auditors.
