Promoting circular economy, aiming for sustainability

Climate change is becoming increasingly complex and unpredictable, negatively impacting Can Tho City's socio-economic development. The city has taken proactive measures to harness its potential to promote the development of a circular economy to achieve sustainable development.
Can Tho City is piloting the “Green School, Waste Reduction” model, encouraging students to take practical actions to build community awareness for a sustainable future.

Since 2020, the Vietnamese Government has specifically regulated the circular economy concept in the Law on Environmental Protection 2020. The Prime Minister has approved the project "Developing Circular Economy in Vietnam" in Decision No. 687/QD-TTg. Based on this, Can Tho City has developed programs and plans to implement the project to create a circular economy in the city. As part of this initiative, the city has been promoting the dissemination of legal policies to encourage sustainable production and consumption, sharing solutions, applying models, and providing documents on the national action program on sustainable production and consumption to organizations, individuals, and businesses. Additionally, the city has integrated the principles of sustainable production and consumption into the strategies, planning, and development plans of the city, sectors, and localities, as well as into sustainable development programs and socio-economic development plans.

Can Tho City has implemented several circular economy models to make agricultural production more environmentally friendly and increase the value of farm products. For example, the New Green Farm Cooperative in Thot Not District is using straw from rice production to grow mushrooms and produce organic fertilizers for rice cultivation and other crops. With the support of the city's agriculture sector and the International Rice Research Institute, the cooperative has already produced over 70 tons of organic fertilizers and plans to expand its production scale from 500m² to 4,500m². The Tien Thuan Agricultural and Service Cooperative in Vinh Thanh District has also launched a circular economy model using straw. Ms. Pham Thi Minh Hieu, Head of the Department of Cultivation and Plant Protection, stated that Can Tho Municipal Department of Agriculture and Rural Development is working with IRRI and other relevant units to replicate the successful circular agriculture model of the New Green Farm Cooperative in other rice cooperatives and production areas in the city.

Since the summer-autumn crop of 2024, Can Tho City has been chosen by the Ministry of Agriculture and Rural Development to lead the implementation of the Project on sustainable development of 1 million hectares of high-quality, low-emission rice associated with green growth in the Mekong Delta. This initiative is being piloted at Tien Thuan Agricultural Cooperative in Thanh An commune (Vinh Thanh district), which covers over 50 hectares. Can Tho City supports six production models that adhere to VietGAP standards for rice and fruit trees, aiming to guide people in safe, quality, and efficient production while making the most of natural resources. In livestock farming, the city is guiding livestock cooperatives to adopt circular economy models such as biological bedding, biogas pits, earthworm farming, VAC model, etc., to utilize by-products for reuse and increase household production profits. Currently, the city has 234 livestock farms, most of which treat livestock waste with biogas. It's estimated that over 65% of livestock households apply biogas, biological bedding, and livestock waste treatment measures.

Various sustainable and circular models have been implemented to develop tourism in Can Tho. These include using renewable energy and adopting recycling materials in tourist attractions, restaurants, and hotels. Additionally, there is a shift towards using biodegradable bags, rice straws, bamboo straws, paper cups, wooden cups, etc. To increase the use of clean energy in transportation and protect the environment, Can Tho currently operates 27 electric trams (with 9-15 seats) for transporting tourists. Furthermore, 390 electric taxis (with 4-8 seats) constitute 50% of the total number of vehicles used for passenger transportation by taxi in the city.

The circular economy aims to reduce pollution, use resources efficiently, and promote sustainable growth by reusing waste. Can Tho City is actively working to implement effective solid waste management solutions and transition towards a circular economy. The city has been collaborating with domestic and international organizations to exchange and learn from various initiatives and solutions on solid waste management. Additionally, the city has been piloting several projects, such as the automatic plastic trash collection system on the river, household waste classification at the source, the circular economy model at Cai Rang floating market and Son islet, and the green school model for waste reduction. These efforts are intended to raise public awareness about waste collection, classification, utilization, and recycling.

Mr. Duong Tan Hien, Permanent Vice Chairman of Can Tho City People's Committee, emphasized the city's commitment to raising awareness, encouraging innovation, and promoting social responsibility among businesses to develop a circular economy. The city also aims to foster responsible lifestyles and cultivate a culture of green living, ultimately shaping a modern, civilized society in harmony with nature and the environment. Additionally, the city plans to integrate the principles of circular economy, green economy, and sustainable development into its socio-economic development plans. The city will promote advanced, eco-friendly technologies and circular economy models to achieve these goals. Furthermore, Can Tho City will continue to refine its policy framework and enhance state management to support the development of a circular economy.
