Meeting to discuss the Can Tho Urban Development and Resilience Enhancement Project
Date: 08/04/2024

Can Tho authorities hold a meeting to discuss the Can Tho Urban Development and Resilience Enhancement Project on April 5.
Secretary of the Party Committee of Can Tho City Nguyen Van Hieu spoke at the meeting

The meeting had the participation of Mr. Nguyen Van Hieu, Alternate Member of the Party Central Committee, Secretary of the Can Tho Municipal Party Committee; Mr. Pham Van Hieu, Permanent Deputy Secretary of Can Tho Municipal Party Committee, Chairman of Can Tho Municipal People's Council; Mr. Tran Viet Truong, Deputy Secretary of Can Tho Municipal Party Committee, Chairman of Can Tho Municipal People's Committee; and representatives of relevant departments and agencies in Can Tho City.

Can Tho Urban Development and Resilience Enhancement Project aims to prevent floods and enhance climate change resilience, combined with urban embellishment. This Group A project is implemented in Ninh Kieu and Binh Thuy districts. The anti-flood area in the inner city covers approximately 2,770 hectares, bordered by Khai Luong Canal and National Highway 91 to the east, National Highway 91B to the west, Tra Noc River and Nguyen Viet Xuan Street to the north, and Alley 91 (project 3) to the south. The project is expected to be implemented between 2024 and 2030, with funding from the Central government.

According to the report, the project can leverage the existing infrastructure in the city and other projects the city has already invested in to develop the outer area. This can help to reduce investment costs and compensation costs for resettlement significantly. The project is also significant in many ways, such as preventing flooding in inner city areas, developing sustainable urban areas, and enhancing urban adaptability. It can also reduce vulnerability due to flooding and landslides in the center of Can Tho City, protect the environment, and promote natural disaster prevention and adaptation to climate change. Furthermore, the project aims to embellish the urban area by developing a modern and synchronized infrastructure system that supports socio-economic development. Overall, this project is necessary and urgent in the increasingly complex climate change situation.

Speaking at the meeting, Secretary of the Can Tho Municipal Party Committee Nguyen Van Hieu urged relevant departments, agencies, and localities in Can Tho City to continue researching and completing project proposal reports. These reports need to be submitted to competent authorities for approval. The effectiveness of implemented projects should be evaluated to draw on experience and clarify the urgency of expanding the anti-flood area. This evaluation should include opinions from scientists and the community. The project should also include urgent and important elements such as landslide control, urban embellishment, and house renovation along canals in accordance with Can Tho City’s master planning. Environmental hygiene and urban landscape should also be ensured.

The official requested relevant districts should conduct a thorough survey of resettlement work. This will enable feasible capital sources to be calculated in accordance with reality when the work is included in the project. From there, the Central Government can consider and allocate funds to implement the project.
