Can Tho launches the plan to survey and evaluate DDCI Can Tho in 2024

On July 30, Can Tho City Institute for Socio-Economic Development Studies held a conference to launch the Project "Survey and Evaluation of District and Department Competitiveness Index (DDCI) of Can Tho City" in 2024.
Representatives of agencies contributed ideas to complete the Plan for Survey and Evaluation of Can Tho City's DDCI in 2024.

The conference had the presence of Vice Chairman of Can Tho City People's Committee Nguyen Thuc Hien; Can Tho City Vietnam Fatherland Front Committee Nguyen Thuy Hang; representatives of the Vietnam Chamber of Commerce and Industry - Mekong Delta Branch (VCCI Mekong); leaders of departments, agencies, districts as well as representatives of Can Tho City Business Association, etc.

The director of the Can Tho City Institute for Socio-Economic Development Studies Nguyen Khanh Tung, presented a summary report at the conference and received comments on the draft Plan for the District and Department Competitiveness Index (DDCI) of Can Tho City in 2024. During the conference, departments, agencies, and districts also contributed several comments and bright ideas to finalize the Implementation Plan, provide feedback on survey samples, and develop the DDCI Index in Can Tho City for 2024.

Speaking at the conference, Vice Chairman of Can Tho City People's Committee Nguyen Thuc Hien asked leaders of departments, agencies, and districts to focus on directing and implementing tasks and solutions outlined in the plan to evaluate DDCI Can Tho City in 2024. This includes prioritizing dialogue with businesses to promptly address issues and fostering a favorable environment for investment.

Besides, Vice Chairman Nguyen Thuc Hien requested departments, agencies, and districts to strictly adhere to the directive documents of the Can Tho government and its chairman according to their functions, tasks, and powers. Furthermore, it is essential to enhance leadership responsibility, discipline, and order in public service activities; specify individual responsibilities clearly in implementing assigned tasks, and promote administrative reform towards publicity, transparency, and modernization of the administration. Additionally, it is important to strengthen the application of information technology, build e-government, carry out digital transformation, and hold regular meetings and dialogues to address business obstacles.

Vice Chairman Nguyen Thuc Hien instructed the Department of Information and Communications to oversee and work with relevant agencies and units to promote the Project "Survey and Evaluation of District and Department Competitiveness Index (DDCI) of Can Tho City" in 2024 and attract the attention of the business community. Additionally, he requested Can Tho City Vietnam Fatherland Front Committee and Can Tho City Business Association to collaborate and assist Can Tho City Institute for Socio-Economic Development Studies in monitoring the data synthesis and processing process and reporting the monitoring results to ensure objectivity and transparency.

DDCI is a derivative index of PCI. It is developed and implemented to assess departments, sectors, and districts. DDCI is based on the main principles of PCI and empowers the private sector to evaluate relevant agencies in the public sector to facilitate local business investment. It allows businesses to voice their concerns about the local business environment. Based on this feedback, agencies can promptly adjust their operational strategies, targeted interventions, and the person directly in charge of activities related to supporting businesses at the unit.

According to Can Tho City Institute for Socio-Economic Development Studies, Can Tho City has consistently focused on improving the investment and business environment in recent years. This is evidenced by the ongoing implementation of the “Survey and Evaluation of District and Department Competitiveness Index (DDCI) of Can Tho City” projects in 2022 and 2023. The latest assessment results have highlighted both the advantages and limitations. They have also shown a change in awareness and proactive actions from the heads of departments, agencies, and sectors.

In 2024, the city will continue to maintain the evaluation and continually improve the DDCI index. This will contribute to promoting strong and synchronized reforms aimed at improving the quality of management and creating a favorable environment for investment, production, and business activities in all fields.
