
The Cai Khe, Dau Sau, and Cai Son locks are part of Project 3 (Can Tho City Development and Urban Resilience Enhancement Project), funded by a World Bank loan, non-repayable assistance from SECO (Switzerland), and counterpart funding from the local budget. Since being put into operation, the project has demonstrated high effectiveness, particularly in preventing urban flooding, mitigating landslides, improving urban aesthetics, enhancing transportation connectivity, and attracting tourists to the city.
City leaders introduced plans to expand the urban flood prevention project to Binh Thuy and O Mon districts, as well as Phong Dien district in the near future (Project 4). They expressed hope that the World Bank delegation and the Swiss Ambassador to Vietnam would continue to support Can Tho City in accessing funding to implement this project, contributing to the city’s development as an ecological, civilized, and modern urban area that reflects the rich riverine cultural identity of the Mekong Delta.

Ms. Mariam J. Sherman and Mr. Thomas Gass congratulated the city on the achievements of Project 3, particularly noting how the lock operations have effectively reduced urban flooding caused by high tides. They highlighted that Can Tho City’s leadership has directed relevant units to actively collaborate with the World Bank, Swiss organizations, and businesses to implement numerous projects and initiatives that have yielded positive results.

They indicated that recommendations would be made to the World Bank and Switzerland to continue coordinating efforts for its implementation in the near future.
